OPENING AND CALL TO ORDER:

The meeting was held at the Humana Center, 4830 W. Craig Road, Las Vegas, NV 89130. Commander Shepheard opened the meeting with proper ceremonies at 1330.

Meeting Minutes: Copies of minutes of last meeting were read by Adjutant and made available to members. Minutes were reviewed and a motion was made to accept them and seconded. There was no discussion of the minutes and they were approved by voice vote of the members present.

Commander Announcements: Announced that Tom Mahon is new Post 76 Boys State Committee Chairman, with Jack Ford and Mike Shepheard as committee members. Also announced that the NV AL Baseball championship game to be played on Saturday July 27th at 5:00PM. Also, acknowledged the support and assistance of Humana employees Ian McNary and Leticia in helping with meeting setup.

Officer Reports:

1st Vice Commander: Excused. No report.

2nd Vice Commander: Spoke of upcoming events and what we recently accomplished.

Finance Officer: Excused. No report

Judge Advocate: No report.

Chaplain / Service Officer: Spoke about CWT program and offered corrections to the DAV VSO comments. Spoke of tax abatements available to veterans.

Historian: Reported on the news coverage given to WWII vet Ginny Wells at recent Atria Seville V-I-C ceremony.

Certificate of Appreciation presentations: Gary Parriott presented certificates to Kenneth Hill and Janet Snyder for their appearance and support of our Memorial Day Ceremony. Commander Mike Shepheard presented a certificate to Sergeant-at-Arms Richard Hoffer for his outstanding work in signing up expired and DMS members during our recent recruiting drive.

Guest Speaker: Samantha Bivins spoke of several current pieces of legislation being considered in the Legislature and encouraged members to keep informed and communicate their opinions to their representatives. Brendan Vargas mentioned the tax credits available to veterans starting a business and the recent “Blue Water Navy” bill signed by the President.

Commander Shepheard dedicated the meeting place at Humana as our new Post home.

Guests present: Fred Wagar from NDVS; Su Phelps from Veterans Reporter; Bishop Burgess from Oregon. Members Bob Cedillo, Dirick Van Gorp, and Armando Meza are all attending their first meeting. Dave Potter from St. Louis also attended the meeting.

Commander Announcements: Going forward, all Officer Reports will not exceed 3 minutes. Having eye surgery tomorrow and will be out of service for a few weeks. Jack Ford has been given the authority to vote his conscience at the upcoming Department Convention. Acknowledged the very generous donation of $1,000 by Humana, and thanked Dixon Keller and his staff for their extremely appreciated efforts on behalf of Post 76 in setting us up in this wonderful facility. Acknowledged the hard work and success of Roger Hennings in the accomplishment of a great Memorial Day service at The Lakes. John McClenahan donated a roll of raffle tickets for use in the 50/50 drawings.

Officer Reports:

1st Vice Commander: Membership total is at 797; 570 have paid 2019 dues; 174% of goal, 83 more than 2018. There are currently 139 invitations to Post 100 members to join us pending. Many thanks to the Membership committee for their hard work.

2nd Vice Commander: Future events list handed out to members; reported that the Color Guard was cordially accepted at the Senior Mrs. America pageant; reminded of Department Convention June 29th-30th in Laughlin; reminded of Color Guard/100th Birthday Party for Virginia Wells, WWII vet at Atria Seville on Saturday, July 13th.

Finance Officer: Reported all finances in good shape. Corrected Financial Report; Updated budget Handout; reported our investment fund is doing very well. Report accepted by voice vote pending future audit.

Judge Advocate: Investigating liability insurance upgrade. Every option looked at seems very expensive. Scouts have extensive coverage covering us at joint venues, but no word from the Legion yet. To be continued.

Chaplain / Service Officer: No Chaplain report. S.O. report: Assisted a vet in transferring posts; assisted a vet with VA procedures by referring to DAV VSO. Reported on several VA programs.

Historian: Thanked members for photos; Roger Henning helped to ID many older photos; set up a looping slide show that will run before meetings; said he is donating a new media machine to Post; asked for more photos.

1 Year Director: Paul is setting up a shooting program for our Scout Troops/Packs. Pranava Moody, Scout Coordinator, announced our Troops have 20 boys and 6 girls. Several of our Scouts are attending programs in New Mexico and will march in the Summerlin July 4th Parade.

Jr. PPC: Announced he will continue to direct the Post 76 School Awards program.

Guest Speaker: Fred Wagar, Deputy Director of the NDVS and Post 76 member, presented NDVS challenge coins to Jr. PPC Percival for his support during his tenure as Post Commander, and to 3 Year Director for his support during his tenure as Department Commander. Fred spoke about the 2 Vet Homes (North and South). The south Home is doing very well and has received a 5-Star rating. North Home got up and running in just 19 months and hopes to have 96 rooms occupied by year end. Great Job! For Memorial Day at Boulder City cemetery, 21,950 flags were placed on vet graves in just 45 minutes by volunteers! Henderson’s Judge Stevens spoke to about 800-850 attendees at the ceremony. Reported that the NDVS lost no money in the latest legislature meeting because the American Legion showed up at hearing in large numbers. Spoke of the electronic VA information distribution system sending letters to all NV vets. Spoke about VSO’s handling 1,270 vets last year. Spoke about NDVS online entrepreneur course and VSO training in September and a Veteran Advocate class in November. Urged us to nominate Veteran-of-the-Month and Veteran-Supporter-of-the-Month candidates and mentioned that our Post Newsletter means a lot to him.

Good of the Legion: Roger Henning reported the next newsletter will be a 2-month version due to the recent “special edition” produced this month. Adjutant and 2Year Director gave a brief joint report on the recent Boys State meeting in Reno. Adjutant volunteered to be Post 76 Boys State Chairman. 1st V.C. Tony spoke about the recent District Convention and announced the recently elected District Officers.

Guest Speaker Lloyd Ramirez from Humana spoke about Humana’s offer of providing our Post with a permanent meeting place at no cost. He explained what the offer entailed and answered questions.

Motion Brought Forward: The Post Executive Board brought forward a motion from its last meeting. The motion was made to accept the generous offer that Humana has made to provide the Post with a “home”. The motion was seconded by Barry Bashist. There was no discussion and the motion was passed unanimously by voice vote of the members present.

Guests present: Brendon Vargas from Jacky Rosen’s office, Michael Mann from Knights of Columbus, Joe Locatelli, a new member.

Officer Reports:

1st Vice Commander: No report.

2nd Vice Commander: Reported on past events and handed out an “Upcoming Events” sheet, and spoke about some of those events, particularly VA Town Hall, 2K walk, Memorial Day activities at the Lakes, and a Color guard at the Humana Guidance Center Grand Opening.

Chaplain: Sent “Get Well” cards to members Earl Stitt and Bob Mansch, and to Virginia Wells for her 100th birthday and to District 2 Commander Joe Tasby.

Finance Officer: Reported all finances in good shape.

Service Officer: Assisted one veteran with a claim filing by referring him to the DAV Service Officer at the VAMC.

Judge advocate: Checking into increased insurance coverage due to addition of Scout sponsorship. Also reported that patriot guard riders escorted a veteran’s remains carried by a Pepsi truck to the Rio Hotel for a memorial service.

Annual Election: There was only one candidate for each Post Officer position. Therefore, the Adjutant cast one vote each for Michael Shepheard for Post Commander, Tony Mascari for 1st Vice Commander, Walter Cheatham for 2nd Vice Commander, Richard Hoffer for Sergeant at Arms, and Joel Forman for 3 Year Trustee. Jack ford then performed the formal installation ceremony of the newly elected officers.

Good of the Legion: New Commander Mike Shepheard presented Certificates of Appreciation to outgoing officers Commander Mike Percival and Trustee Marvin Morgenthal honoring Commander’s 2 years of service and Trustee’s 10 years of service.

Meeting was adjourned with appropriate ceremony at 1440.
